China-ASEAN Free Trade Area is the third largest free trade zone in the world.China and ASEAN are important trading partners to each other.In October 2013,President Xi put forward the construction of "21st century marine silk road" during a trip to Southeast Asian countries.In order to realize the connectivity between China and ASEAN,not only including the connectivity of transportation,also includes the legal system of interconnectivity.International multimodal transport of goods can combine different means of transportation,make the construction of "Silk road economic belt" and "21st century marine silk road" come true effectively and meet the needs of economic and trade between China and ASEAN,however,there are some differences in regime of multimodal transport of goods between China and ASEAN.This paper focus on researching the differences in the legal system of multimodal transport of goods between China and ASEAN,through comparison and analysis,targeted to solve problems and make suggestions,and provide legal protection for international multimodal transport of cargo for China and ASEAN,also for the implementation of "One Belt and One Road".The main body of this paper is divided into three parts.The first part is about the legislations of multimodal transport of goods in China and ASEAN respectively.This part mainly introduces the basic connotation and legislation of international multimodal transport of goods,whilst Chinese and ASEAN's.The second part mainly analyzes the differences of multimodal transport of goods between China and ASEAN,on the basis of multimodal transport theory.The third part puts forward solutions and measures to improve the regime of China and ASEAN on the basis of previous two parts.In view of the existing problems,the author puts forward some suggestions to promote multimodal transport of goods of China and ASEAN.
