After the emergence of digital technology, the form of musical works began to change from the traditional records, tapes to digital music. Today, digital music becomes the mainstream in the music industry. Digital music itself is easy to store, easy to spread and low-cost to replicate, those feature allows users to access music more convenient, more and more users play music from the Internet and download digital music. At the same time, low threshold of digital music brings their right-holder serious problems, mainly digital music rights holders find it's difficult to protect copyright and other rights on their own. In this case, by way of collective management of digital music rights, we can protect digital music better.However, China's collective management of copyright is still in its early stages of development, Chinese music copyright management association is still in the discovering process of digital music copyright collective management, there are many problems, for example, lack of non-member management mechanism, restricted permissions for the members, imperfect licensing fee system and dispute settlement mechanisms in need of improving and so on. Based on the collective management of the status of China's digital music copyright, considering mature foreign management experience, this paper proposes to establish the extended collective management system, build member direct licensing system, optimize license fee collection and distribution mechanism and improve the dispute settlement mechanism, so as to provide solution to these existing problems of China's digital music copyright collective management, protect rights for users and right holders and promote the development of the digital music industry.
