Research On Policy Document Processing Of Prov Incial Government From The Perspective Of Documentary System

In China,the document is the basic tool for the government to perform the functions.Document is with Chinese characteristics of administration pattern,some scholars call it "Documentary politics",as distinct from democracy lawfully,besides the personal authoritarian dictatorship administration of "the third way".The "Documentary politics" should be the focus of policy document,rather than transactional document.The processing of document refers to the document fiction,handle,management and a series of work.It can be divided into the process of establishing policy document and the process of implementation of the policy document.the process of establishing policy document can be divided into working post,document drafting,literary sign,conference research and literary review,document issued;Document implementation process can be divided into document open,document reading and public opinion in response to,supervise,etc.This paper tries to use the perspective of "Documentary politics" for the provincial government policy document processing were studied.Specific way is to take the empirical research combined with normative research method,selecting S Provincial people's government(including the general office of the provincial government in 2008-2016)issued by policy document analysis,draw the outline of the basic situation of S provincial government policy document.After applying the analysis framework of government process,describe the provincial government S policy document for the process of establishing policy document and the process of implementation of the policy document,makes a research on the each link in the process of these two factors affecting the function of "Documentary politics".On this basis,the paper find out the process of establishing policy document issued document optional the gender is strong,the orderly public participation in deficiencies,comprehensive legal review is not enough,and such problems as insufficient cleaning abolished;Found in the process of implementation of the policy document document reading form a single,public opinion enough in value and limited effect evaluation method.To solve these problems,the paper put forward the perfect document and distributing procedure,improve the document operability,proactive response to public opinion,to carry out the execution effect evaluation,etc.Countermeasures and Suggestions.Finally,the paper on China's "Documentary politics" in theory of reflection,pointed out that because of the lack of legal characteristics such as flexibility,flexibility and document,the "Documentary politics" in contemporary China the necessity of existence,but at the same time also hidden" document politics"policy" idle ",the problem such as illegal.At present,this paper argues that the document system and the legal system of China's system of governance,such as imperfect legal system,rule of law consciousness,in the governance system in China,the authority of the document above the law,policy document will be there for quite a long period,and play a important role in governing.To speed up the process with the development of market economy and democratic rule of law,legal governance will replace document management way,but it will be a long process.
