The Application And Regulation Of Dig Date Technology On Modern Public Security Investigation

In recent years,big data applications have grown explosively,which plays an increasingly important role in every aspect of social life.In terms of computing power,in the past five years,it has achieved over 20 times of growth.The big data application has deeply influenced and changed all aspects of the society.The influences of big data on investigation work are reflected in not only the reform of technical means,but also changes in thinking modes—traditional investigation mode based on scene investigation was changed to information data driven mode.Therefore,to build a public security big data center,on the one hand,can better adapt to current information-based society,and on the other hand,can deeply search for case clues and enhance active prevention and control ability.The application of big data system is sure to create new opportunities for public security organs' investigation work.Based on illustration of big data connotations,big data features and influences of big data on investigation,current application situation of big data in investigation work is summarized from three aspects of development & construction,method application and idea application of investigation big data.Apply big data into investigation is a new subject.Hence,during the practicing process,many problems remain to be discussed and improved,among which,data unification,delimitation of big data's ownership and privacy issue,especially the game between big data and privacy right,are all important problems which should be taken into consideration.From the prism scandal in 2013 to a college student's sudden death because of being cheated and to a Tsinghua University professor's swindled enormous fortune,all those events expose a serious issue,namely,citizen's personal information leakage,which draws the attention of public in recent years.There are many deficiencies to be improved in the application of big data technology in investigation work.The first one is the construction of talent teams.In addition to technical and ideological training and education for working staff of public security organs,university education and third-party cooperation cannot be neglected as well.The second one is the improvement of hardware input.The analysis of big data requires powerful and safe big data platforms as support,while basic hardware is a fundamental guarantee for big data platforms.The third one is the perfection of institutional guarantee.As a new thing and emerging technology,legislation about big data certainly lags behind its development.Currently,the State Council issued “The 13 th Five-year” National Informatization Plan,which provides a beneficial policy environment for the development of big data.Hence,we must strengthen the formulation of specific technical rules and formulation of laws and regulations with prospective insight.
