After the Eighteenth National Congress of the CPC,The CPC Central Committee and the State Council attached great importance to the building of think tank,General secretary Xi Jinping made a number of instructions for think tank.In 2007 NPC&CPPCC,think tank once again entered the main report.Premier Li Keqiang in 2017 government work report made to promote cultural reform and development,building a new think tank with Chinese characteristics.January 2015,the general office of the CPC Central Committee and " the general office of the State Council issued " on the strengthening of the views of the new think tank construction with Chinese characteristics which made it clear:we must develop a global strategic height from the party and the country,made the construction of the new think tank with Chinese characteristics as a major and urgent task which need to be taken strong measures to effectively grasp.Heilongjiang province is in the economic transition period,the reform of the crucial period,think tank building on the political and economic and social development of Heilongjiang province is very important.Only through the government guidance government decision-making think-tank to strengthen self construction,provide environment and other aspects,at home and abroad to promote the government decision-making process for construction experience,we can promote the further development of Heilongjiang provincial government decision making think tank and giving play to its function.This report uses the literature analysis method,comparative analysis method,survey research and other scientific methods of research and analysis,according to pluralism,elitism,corporatism as the theoretical basis,makes a clear definition of the concept,classification and characteristics of the think tank,and also expounds the current situation of the construction of the think tank in Heilongjiang province.While affirming the primary achievement of tanks construction achieved in Heilongjiang Province at present,we can see the think tank construction in Heilongjiang province still exist many problems,such as the development of think tanks unbalancing,the results of this study are not high enough for the government to make the decision,and the society is not enough concerned about the think tanks.Analyzing the construction of the effective mechanism of the domestic and foreign advanced think tank to promote.Such as the "revolving door mechanism,the German public finance support system,Japan sent researchers system,and domestic influential zero consulting " two wheel drive " policy,Shanghai Academy of social sciences to carry out extensive cooperation means.Combining with the Heilongjiang province,we put forward to countermeasures and suggestions which strengthen the building of think tank in Heilongjiang Province,which include innovating and improving the management system of government decision-making,improving the conversion rate of research results,and creating a favorable external environment for development.
