This paper takes the United States' decision-making on North Korea's foreign policy decision-making under the multi-decision mode, examines and analyzes its operational mechanism, theoretical connotation, manifestation and outstanding features, and specifically explains the few manifestations of US foreign policy decisions since the end of the Cold War.The big diplomatic decision-making model, through detailed analysis and summarization of multiple foreign policy-making modes, objectively and correctly restores the truth and operation process of non-historic US government's foreign policy decisions after the end of the Cold War,and compares foreign policy decision theory with foreign policy decision-making.Perfectly combined together. The book includes three parts: introduction, body and conclusion. The introduction part, which mainly expounds the purpose of the research and the significance of the research. At the same time, through the classification of the literature, the paper summarizes the relevant research results at home and abroad, and explains the research ideas, research contents, research methods and innovations of this thesis. The first chapter discusses the "rational behavior decision-making" mode after the Cold War and the US foreign policy decision. The rational actor analysis model is closely related to game theory and international relations realism genre.Throughout the rich practice of foreign countries' decision-making in foreign countries, the successful application of the "rational" principle is undoubtedly an essential element of a successful diplomatic decision-making.The four cases selected in this chapter are the "rational game" signed by the Clinton administration during the C?te d'Ivoire Geneva Framework Agreement, the domestic and international "rational logic" behind the Bush administration's transformation of the DPRK policy, and the Obama administration's "strategic tolerance" toward the DPRK.The policy "rational consideration" and the "rational use" of the Trump administration's policy path from "extreme pressure" to "extreme dialogue" reflect the rational thinking of US policy makers in the face of the Korean nuclear issue.Rational choice. The second chapter discusses the "bureaucratic political decision-making" mode of US foreign policy decision-making after the Cold War.However, the internals arenot "iron-clad pieces".Different departments stand on different positions.More consideration is given to the departmental interests of the department or to "small group interests." On the one hand, this chapter introduces and sorts out the main foreign policy-making behaviors within the US government, including the President himself, the State Council, the Secretary of State, the National Security Council, and the National Security Affairs Assistant. On the other hand,it focuses on the US government's internal policy on the DPRK.The contention of the right to revision is analyzed.Cases of“paradigm application”include: the“bureaucratic political game”of the “contact policy” within the Clinton administration, and the bureaucratic political struggle in the process of policy change in the DPRK policy in which the Bush administration replaced the “fair contact” with “eagle-style contact”.The government's "strategic patience" policy toward the "bureaucratic political choice" and the Trump administration has mastered the "bureaucratic political competition" of the policy dominance of the DPRK.Chapter 3 discusses the "small group decision-making" model of US foreign policy decision-making after the Cold War.“Small group decision-making ” or“small group”is determined by the“consistency”within the group. The higher the degree of “ consistency ” within the decision-making group, the stronger the atmosphere of “small group”.The greater the likelihood of failure decisions, the degree of “consistency” within a decision-making group depends on many factors, such as the relationship between members, and the relationship with the highest decision makers, decision makers and the highest decisions. The preferences of the person, the subjective assumptions in the decision-making process, and so on.The Trump administration is more representative of the "small group decision-making model" of the DPRK decision-making,showing Trump's own arbitrariness and the compromise of the decision-making team members, and rejecting the "small group phenomenon" such as "dissident" and "dissident" significant.Chapter 4 discusses the "top-level decision-making" model of the US policy toward the DPRK after the Cold War.The personal characteristics, values and style of the president's personal influence will have a considerable impact on policy formulation.Especially since the end of the Cold War,the power of the US president has been expanding, and the US's diplomatic decision-making has become a strong"highest leader's tendency." ".This chapter introduces the analysis framework of“ Leader's Personality Type ”,which refers to the personal autobiography of the president and the contents of the biographies written by others, and draws on other materials to analyze the three presidents,Clinton,George W.Bush and Obama.Determine the type to which it belongs.Trump's distinctive character is especially characterized by the "personal decision-making model."Chapter 5 discusses the "domestic political decision-making" model of the US decision-making toward the DPRK after the Cold War."Domestic political decision-making" not only emphasizes the macroscopic investigation of the forces of all parties in the social and political life of a country, but also studies and analyzes the micro-elements in each component-key individuals and social situations. Therefore, this model is very important and widely used in the study of diplomatic decision-making.It can be seen that the objections are not only from the "political inner layer" of the Congress, but also from a social group, the "political outer layer" of the media, think tanks, religious groups, military complexes, etc.,the above "inner and outer layers" are also given The Trump administration has created strong pressures and obstacles to the formulation and implementation of the DPRK policy. The final conclusions summarize, organize and summarize the full paper.
