After the establishment of New South Africa in 1994,South Africa has entered a new historical stage of development.The characteristics in politics express that the ANC with blacks predominating is in power for a long time;Domestic political situation remains stable,but is affected by the racial factors.South African political landscape has a clear distinction between blacks and whites.The characteristics in economy express that South African economy has developed rapidly;Some blacks' economic statuses have been improved and the black middle class is rising.However,most blacks are still mired in poverty.An unbalanced development and a wide disparity both exist in South African economy.As a country full of immigrants,with the illegal immigrants pouring in,South African social problems are being aggravated and immigration policy has also changed,turning loose into strict restrictions.But there are many problems in the implementation of the immigration laws and regulations,coupled with the developed economy,it can't stop the influx of illegal immigrants.In the above context,xenophobic events against foreign black immigrants occurred frequently.Among them,xenophobic riots in 2008 and in 2015 both have the largest scale and the worst impacts.In the series of xenophobic incidents,it is clearly that xenophobic events have been frequent since the establishment of New South Africa.Its development trend is wave type and peaks in 2008 and in 2015 respectively.At the same time,xenophobic events occurred mostly in the slums near domestic politic and economic centers.Thus,foreign black immigrants have becomed the main victims.Blacks hate and attack blacks have been a feature in xenophobic events.Why the xenophobic events have continued despite repeated warnings since the establishment of New South Africa? The main reasons of breeding and boosting the riots include four points.Firstly,South Africans are generally poor,and their unemployment rates are high.By comparison,the owners of small and medium enterprises tend to hire foreign black immigrants.Native blacks blame the poor for the competitions from the immigrants.Secondly,xenophobia and violence cultural tradition.Under the influence of the traditional culture of violence,South African xenophobia is almost out of pure fear and disgust at the beginning,rises to violent assaults rapidly.Thirdly,some media reports are often unfair.Negative reports have exacerbated the native blacks' dissatisfactions against foreign blacks and incited South African xenophobia.Fourthly,xenophobic words and deeds come from parts of the agency spokesmen.There is also a strong xenophobic power within thegovernment.Local governments and politicians discriminate against publicly,treat unfairly and even abuse foreign black immigrants.Senior government officials also often make public xenophobic statements in public.What measures should be taken to reduce the frequency and intensity of the outbreaks as much as possible? Firstly,the ANC should have the courages to admit the xenophobic nature of domestic violences.Secondly,in the process of dealing with problems,the ANC should take measures timely to control and put out the problems.Afterwards,the ANC should punish perpetrators sharply.Meanwhile,to reduce the frequency and the intensity of xenophobic riots,the ANC should correct some wrong guidances from some officials and medias who have played wrong roles in the previous xenophobic events.Lastly,in economic terms,the ANC should make great efforts to accelerate economic growth,and increase the employment rates.At the same time,the ANC should continue to carry out the economic and social development programs which support blacks and narrow the gaps between blacks and whites,blacks and blacks.In political terms,the ANC should strengthen the dialogue mechanism with neighboring countries in the SADC about immigrantion problems.Face actively instead of taking strict immigration policy blindly.
