Research On The Relationship Between US Government And The Private Voluntary Organization In US Foreign Aid

Foreign aid is one of the most important activities in the interaction of nation states.After the world war two,foreign aid has becoming an more and more important international phenomena.Foreign aid is essential of America to achieve its international policy.From the 'Marshall Plan',and for the past century,foreign aid is not only promoted the national security of America but also advocated the value of America and American people.However,from the perspective of the recipients,to what extend those aid provided by the donors achieved as that they claimed to.And from the current situation,the Official Development Aid has long been criticized for its low efficiency.Although the foreign aid is never based only on the calculation of donors'national interests,humanitarian concerns are matters,foreign aid as it is considered as a tool for nation states to accomplish its national interests its priority just can be the recipients real need.So when the interests of donor' and recipients have some contradiction the donors'main concerns always come first.Thus,the accountability and credibility of Official Development Aid always being challenged.Meanwhile,except the Official Development Aid there are anther aid provide agency called NGOs(non-governmental organizations).And NGOs is not a new born term in international relations,but its dramatic increase of its importance in international relations arena are happening in the beginning of this century.Due to its special virtue it plays a more and more important role in foreign aid.For this kind of organization do not acquire power from same source as states and market.In fact,since the World War Two,the private volunteer organizations owned its position in American international relief and development.The concept of government partnerships with the private sector has frequently appeared in international development literature and U.S.development policy discussions.What these partnerships have in common,and what makes them distinct from many U.S.government relationships with private sector entities,is that that the private partner is not a vendor,contractor,grantee,or government-funded implementer,but rather,ideally,an equal partner invested in every stage of the partnership activity.And that is why the role of NGOs in foreign aid worth researching.In China,the NGOs are not as active as it in western countries.On the contrast with a young country like America,which foundation is deeply rooted in the tradition of individualism,the private and voluntary organization are closely involved in domestic society.By researching the relationships of America government and the private voluntary organization,it makes the partnership more clearly.How they interact with each other and how the form a more reasonable partnership is useful to know more about America' s foreign aid policy and strategy.It will be benefit China's practice of providing foreign aid and help China to avoid the risks and disadvantages.It is also good for China to cooperate with international players more effectively.And also help China to make full use of private sector.To make sure that China can improve its aid efficiency by cooperating with the NGOs and other player in this field.In addition,to stimulate the power of civil society and to promote the democratic development of China,even to react to the criticism of Chinese foreign aid,it is crucial for us to know the NGOs' viture and to know how to interact with them.
