Study On The Division Of Powers Between Central And Local Government Transfer Payments On Traditional Chinese Medicine

With the improvement of the quality of people's living standards,people are increasingly concerned about their physical health,pay more attention to maintenance the body,especially for traditional Chinese medicine services favor.In recent years,traditional Chinese medicine goes out of the country with its own unique advantages,it also greatly acclaimed.The state also pay more attention to the development of traditional Chinese medicine,and constantly increase the scale of financial investment in traditional Chinese medicine,the central transfer payment to the local efforts to continue to increase.With the rapid development of traditional Chinese medicine,there are some problems with the central transfer payment to the local division of powers.It is particularly important to division powers of traditional Chinese medicine.Based on the public product theory,government function theory,limited government theory,fiscal decentralization theory and principal-agent theory,it explores the theoretical basis of dividing the powers of traditional Chinese medicine.By reading a large number of literature,collecting data,analyzing the current situation of the financial investment and division powers of traditional Chinese medicine,it finds out the some existing problems.Through the comparative analysis,the division of the health rights of the central and local governments in the United States,Germany,France and Japan was analyzed and summarized as a reference and inspiration for the transfer payment to the local government.Based on the basic content of the Law of the People's Republic of China on Traditional Chinese Medicine,it constructs the basic framework of the central government's transfer payment of the powers of traditional Chinese medicine through the expert interview method.Finally,it makes recommendation for the central transfer payment of traditional Chinese medicine to pay the division of powers from three aspects,such as the rational division of powers of traditional Chinese medicine,improving the central and local traditional Chinese medicine financial allocation and improving the central government of the transfer payment of traditional Chinese medicine.
