The Study Of A Path To Promote Social Justice By Descriptive Bureaucracy

The bureaucracy of modern countries is political.When formulating and carrying out distributive policy,bureaucracies will be influenced by ideology and culture,which may lead to social injustice.The extent of this injustice is more serious in the bureaucracy that constitutes a completely disproportionate structure of personnel.To this end,the academic community has put forward a descriptive bureaucratic theory to solve this problem.Descriptive bureaucracy means that the bureaucratic structure should reflect the social structural characteristics of the population it serves,which can reflect the overall preferences of the society,and thus be more responsive to the interests of the entire social community,including meeting the interests of the minority.In essence,descriptive bureaucracy makes the inheritance and perfection of traditional bureaucracy.The concept of descriptive bureaucracy since the British scholar Kingsley put forward,after the development of Lang,Van Ripa,Leviathan,et al.,until Mosher from positive and negative aspects has the theory of the definition and distinction,which marks the formation of the theory of descriptive bureaucracy.Negative aspect is from the "descriptive" point of view,the sources of individual bureaucrats should reflect the overall compositions of the social demographic structure,that is,descriptive bureaucrats are present.Positive aspect is from the positive descriptive bureaucratic point of view,meaning that individual bureaucrats are expected to pursue the interests and expectations of those descriptive groups.Mosher had expressed his doubts about whether the positive descriptive bureaucrats produce or not and worried about how the positive descriptive bureaucrats produce,that is,the positive descriptive bureaucrats' generation of mechanism may be bureaucratic partiality.The generation of positive descriptive bureaucrats actually shows the positive relationship between minority bureaucrats and the substantive interests of the members of their community.Therefore,a large number of scholars believe that positive descriptive bureaucrats can promote social fairness and justice,to enhance the fairness of minorities,while ignoring Mosher's doubts.In recent years,in order to study operationally,Meire,Selden,Dulan and the others,those empirical researchers on the positive descriptive bureaucratic verification,who replaced the secondary variable which refers to attitude and values with social structural features(Ie,limited to race,ethnicity,gender characteristics)as an independent variable,the substantial increase in interests of descriptive groups as the dependent variable,to find correlations of the two variables.If the substantial interests of the descriptive group increases,it is considered that there is a link between descriptive and positive descriptive bureaucrats,so positive descriptive bureaucrats are generated,that is,the increase in minority interests is the behavior of minority bureaucrats(Communication,advocacy,partiality),which may be largely biased in favor of minority bureaucrats.In addition,the overall level of data,we can not know that "whose" behavior to promote the interests of the minorities' group.Selden's "the theory of minority role cognition " shows that non-minority bureaucrats may also have minority role cognition,which means that the increase of minorities' substantial interests may be due to the behavior of other groups of bureaucrats.In addition,due to the symbolic role of minority bureaucrats,minority actors will be induced to change their own behavior,and minority members take the initiative to cooperate with the bureaucracy,which may also promote substantial interests of minority groups.On the basis of introducing the necessity of descriptive bureaucracy and the existing problems of positive descriptive bureaucratic research,this paper clarifies several mechanisms to promote the increase of the substantive interests of minorities and makes a critical reflection,and finally constructs a rational mechanism: perspective-deliberation.
