Research On The Countermeasures Of Bank Card Crime Based On The Perspective Of Public Regulation

The bank card crime has happened frequently with the sharp increase of card issuers in recent years,while the bank card industry of China has rised rapidly.Especially with the rapid development of the internet banking and electronic payment,great harm and wide spread range of bank card crime has caused widespread concern in public.Now the bank card transaction is closely related with everyone's daily economic life.If we could not prevent bank card crime actively and combat it effectively,it will threaten each cardholder's security,disrupt financial order,and hinder the healthy development of the social economic.A single means of governance can not curb the spread of bank card crime situation,although existing laws and regulations on bank card crime have certain legal binding.Public regulation of bank card crime is a new perspective in this paper.It analysed five aspects of bank card crime cause on the basis of relevant theory and previous research results,including the lack of legislation,the lack of effective supervision of bank card industry,backward supervision of electronic banking,the hole of identity card system management,the weakness of public prevention consciousness.Then,it discussed several actual cases.After that,it put forward some suggestions,for example,perfecting the legislation basis of bank card,optimizing the bank card industry regulatory structure,focusing on government regulation and industry self-regulation,speeding up the development of electronic banking supervision,strengthening the management system of identity cards,and paying attention to public education.
