A Study On The Efficiency Of Institutional Configuration In China In The Period Of Social Transformation

At present,the deepening of social transformation in our country can be regarded as the process of institutionalization in the field of social standardization.This institutionalization comes from the government-led and top-down supply process,which makes the government's preference inevitable to integrate into the supply of the institution.Therefore,the institutional configuration efficiency has become a true proposition.Institutional configuration efficiency is that within a certain time span,the government through the supply of formal rules,adjust the allocation of resources between the economic structure of the main body,intend to allocate resources to a specific subject,to improve the efficiency of a particular subject,and thus improve the whole efficient level of the society,thus forming an efficient state.In particular,the efficiency has a three-dimensional dimension of value orientation,short-term orientation and structural efficiency.This paper,from the non-neutral of the government and the institution,taking into account the constraints of social transformation period,analyze special restrictions on the institutional configuration efficiency brought by social transformation and value function on social transformation brought by institutional configuration efficiency,in the framework of the interaction between institutional configuration efficiency and social transformation,This paper points out logical progressive mechanism,including main body,elements and efficiency.From the non-equilibrium of main body,element and efficiency,this paper shows the internal mechanism of institutional configuration efficiency.Through the display of the institutional configuration efficiency,this paper also constructs the evaluation system of institutional configuration efficiency from the angle of qualitative evaluation and quantitative evaluation.This evaluation system consists of qualitative criteria based on the distinction between the productive and the nonproductive subject and the quantitative criteria combined with the Pareto evaluation and the Caldor-Hicks evaluation.After establishing the theoretical framework,this paper analyzes the institutional distribution of construction land index in China from the practical level,especially the central government biased western regions since 2003.This paper analyzes the problems of the institutional configuration efficiency,the deep reasons and the improvements of space.This paper argues that the non-efficiency orientation of institutional supplier,the inter-governmental relations in the implementation of the institution,the self-limitation of the productive subject are the main reasons leading to the failure of institutional configuration efficiency.We should establish the productive subject from the consensus and scientifically establish the departmentalization and differentiation of configuration efficiency,improve the governmental organizational mechanism,and improve the mechanism of supervision and control.
