Research On The Construction Of Modern Service Treasury Of Wuhu City

Since the eighteenth National Congress of the CPC,China is accelerating the transformation of government function,to promote the construction of service-oriented govemment.And China formulated reform goals on promoting the reform of national governance system modernization and governance capacity modemization,in the third Plenary Session of the 18th CPC Central Committee.Treasury as an agency of keeping public fund and handling revenue and expenditure is an important functional departments providing public services.The management and the construction level of the treasury departments affect not only the smooth operation of local public finance,but also the overall development of China's modernization.In such a historical background,the construction of Modern Service Treasury was established as the treasury development goals.In recent years,the treasury departments practice actively,promoting their own functional orientation from traditional management to modern service constantly.In this paper,the breakthrough point is how to promote the construction of Modern Service Treasury at the local level.It elaborates the theory basis of public management required for the study,and focuses on advanced methods from the Sichuan Guang'an,Anhui Bengbu,Jiangsu Taizhou city.On this basis,the article takes the construction practice of Wuhu city in the first-hand information and data as the research object to analyze:Firstly,summed up software and hardware conditions,the practice process,and the initial results on the construction of Modern Service Treasury in Wuhu City during the "12th Five-Year".Then,it takes an in-depth analysis of the problems and causes in the construction process.Finally,this paper puts forward some feasible countermeasures,according to the analysis and research.Therefore,it is significant to research on the construction of Modern Service Treasury in Wuhu City:on the one hand,according to using public management theory to guide the practice,we could solve the problems in the construction of the Treasury,and get the reference of the future development of the local treasury;on the other hand,it will be a good reference to other city on the construction of Modern Service Treasury through the discussion of some common problems.
