Research On The Domestic University Governance Under The Background Of Administrative Streamlining And Power Delegation

The reform and opening up has brought the progress of economy,and the fortune has led to the cultural awareness.The dissatisfaction with some wired social values has made much more eyes on the development of the university.The way of university governance as the period of the planned economy could not meet the needs of current community,the university governance problem is such obvious that both the boundary between the government and university governance and the boundary between the inside administration and the academic power are not clear,which cause the political power damaged university internal governance and the internal administration affected the development of academic.It is essential to deal with the administrative hierarchy and the planned economy awareness.In the background of administrative streamlining and power delegation and the separation on running and evaluation from administration of university governance,this paper is based on the theory of institutional change and taken example by several development countries.The conclusion is that the government should protect the academic freedom via legal,the university should keep and guard independent and the society should participate in governance and evaluation of the university.Then the goal of separation on running and evaluation from administration could be truly realized.To running the university independent has been admitted by law and the function of social organization has been actively approved legally,then the key point is to regulate the behavior of government and stimulate the vitality of university and social organization.This paper proposed that with the widely used power list system the government should also use the negative list system as a supplement.The power list is emphasizing constraint the power while the negative list system lists the prohibited and restricted items,which is to stimulation.The university and society organization will further develop with the negative list system.Above all,the implementation of the systems will stimulate the stakeholders of university governance to make change and the institution will also change for more effective.
