Research On The Implementation Of Local Government Power List System

At present,as the political and economic reform of China stepping into a new area,the government needs to try new means to regulate the operation of power and promote the development of market economy,in order to promote the reform and release the reform dividend.In this context,the Third Plenary Session of the Eighteenth Central Committee of the CPC clearly proposes a policy,namely,"each level government implements the power list system and makes the power operation process known to the public ".The power list system has become an innovative measure to improve power restriction and supervision.The power list system clearly conforms to the requirements of building a government ruled by law,which was presented in the form of a list.Since the introduction of the power list system,it has been concerned widely.However,as a new thing,there are some problems and difficulties in the implementation of the power list system.Based on the theory of limited government,the theory of administrative law and the theory of transparent government,this paper introduces the implementation of the power list system of Yangxin Industrial and Commercial Bureau and deeply explores the effectiveness and problems of the implementation of the power list system,in order to find a good way to promote the implementation of the power list system.The first part introduces the background of the topic and significance of this subject,in addition,we can form the outline of the construction of the power list system of the county government from five aspects,such as the meaning,function,current situation,problems and measures.The second part introduces the concepts and the theoretical analysis related to the power list system.The third part introduces the implementation of the power list system of Yangxin Industrial and Commercial Bureau.The fourth part points out the problems existing in the implementation of the power list system in Yangxin Industrial and Commercial Bureau,and analyses them through specific examples.The fifth part analyses the reasons for these problems in the implementation of the power list system in Yangxin Industrial and Commercial Bureau.The sixth part makes some suggestions to improve the implementation effect of the power list system of Yangxin Industrial and Commercial Bureau.
