| The traditional taxi industry shoulders the burden of urban public traffic and the number of taxis is under the control of the government,so its supply can't meet people's demand.The internet chauffeured car alleviates the situation of short supply to some extent.Some scholars think that" Internet chauffeured car service makes for efficient and convenient transportation,satisfies people's unmet needs and eases the situation of short supply in public transportation." However,with the rapid development of internet chauffeured car industry,its own deficiencies are gradually becoming prominent and its conflict with traditional taxi industry has been intensified.In 2015,accidents in which taxi drivers stroke to boycott internet chauffeured car broke out in many regions of China.Taxi driver's strike results in a huge loss to the city,causing severe traffic jam and inconvenience for the commuters,which leads people to reflect on the newly emerging internet chauffeured car industry and make proposals regulating this industry.But there are still some problems in the current regulation system including the body of regulation,market access condition,operation supervision and the entity responsibility.Internet chauffeured car industry is an innovation created by the development of Internet technology.The laws and regulations governing this industry are not perfect and have many deficiencies.The existing laws and regulations are not good enough to solve the conflict between internet chauffeured car industry and traditional taxi industry.So building a comprehensive legal and regulatory system is very necessary and feasible.Aiming at discussing the subject of implementation,the market access of internet chauffeured car,the operation supervision,the entity responsibility and other issues,this paper puts forward the approaches to construct a perfect legal and regulatory system governing internet chauffeured car industry so that the supervision department can do their job more efficiently. |
