A Research On The Political Institutional Environment For The Development Of Private Foundation In Guangxi

In recent years,various types of Private Foundation have sprung up in some fields that include social relief,education,medical and so on.The development of Private Foundation,enriching the forms of social welfare undertakings.Therefore,it is beneficial for realizing the redistribution of social wealth and promoting the overall development of society.Although,in the course of development,the Private Foundation can get approval and recognition in different levels and different scopes,getting different "legitimacy" to survival soil.However,With the transformation of society change,as a nonprofit organization,the development of Private Foundation is still a process of constantly playing the game with the government and social.The game process between the government and the private foundation,that is to say,the political institutional environment of the private foundation restricts and affects its operation,and private foundation obtain the government's support and political legitimacy through obeying and adapting to the political institutional environment.Social legitimacy is the foundation of its survival,and the political legitimacy is the key to its development.The survival and development of the private foundations need to be maintained through access to a variety of resources in the government organizational environment,which needs the Private Foundation,as A proactive action subject,Communicating and interacting with the body of government to acquire resources.For governments,the administrative system supports the development of Private foundation,with financial resources,it can not be ignored that its achievements and credibility obtained from the support of financial resources,systems and other aspects.Therefore,this paper chooses the private foundation in Guangxi as the research object.Taking a case study,and attempting to analyze the process of political legitimacy of Guangxi S Foundation with the theoretical basis of political legitimacy of the legitimacy theory.Exploring that the current political institutional environment and that Guangxi Private foundation and relevant government departments how to deal with the bcurrent opportunities and challenges of political legitimacy,in order to form a win-win development pattern.Because of China's political and administrative boundary exists ambiguity.Administrative tasks often be determined by the political and legal,administrative action also reflects the government's political influence,and the law reflects the government's administrative act.For this reason,the political legitimacy discussed in this paper is also includes administrative legitimacy and legal legitimacy in a broad sense.It is found that in the political institutional environment,the Private Foundation has some problems such as The competent authorities have a lower level of trust in the private foundations,the unsound of the evaluation system,the lack of laws and regulations and the ambiguity of the organizational mission.In view of the current situation,this paper making recommendations and policy recommendations from both the subject and the object to strengthen the political legitimacy of Private foundation in Guangxi.The government is mainly to change the sense and improve the institutional environment.And the Private foundation should be strengthen the construction from clearing objectives,improving the internal governance,personnel training and improving the operation ability,etc.
