Woodrow Wilson was elected as president of the United States since 1913 and left office in 1921.In his two presidential terms in the White House,the United States launched a series of foreign policy actions under the guidance of his "Idealism".In Latin America,Wilson came to power at the beginning of the establishment of the political and economic regional integration of American,namely Pan-Americanism.Essentially,it was inheritance and development of the Monroe Doctrine and the former U.S.Secretary of State James Blaine's Pan-Americanism,aim to supplant the European forces in Latin America and committed to achieve the U.S.economic expansion.However,the outbreak of the WWI with the United States enter the war have been disrupted the Wilson's Pan-Americanism plan.Then the United States had transformed the focus of foreign policy to Europe,for Latin America is merely to increase trade and investment in Latin America,in addition,draw over the Latin American republics join the war to fight against the Allies.At this time Argentina is a political force that can't be ignored in Latin America,especially since the Argentine Radical leader Juan Hipólito del Sagrado Corazón de Jesús Yrigoyen Alem come to power,its nationalist policy makes the United States such as stuck in the throat,which have become the resistance to the implementation of the Latin American policy of the Wilson government.Therefore,the U.S.policy toward Argentina has become the focus of U.S.policy on South America and even the whole of Latin America.This article is mainly in the context of Wilson's Pan-Americanism and the WWI,as the main line of the Wilson government policy to Argentine,by combing the content of the U.S.policy toward Argentina,summing up the factors that affect the U.S.policy toward Argentina and the evolution of U.S.-Argentina relations to explore the substance of Wilson's foreign policy during the period.Through the study of the U.S.policy toward Argentina in the Wilson period,the following conclusions could be drawn: Wilson's Pan-Americanism,which was based on the establishment of Latin American political and economic regional integration,is a practical consideration based on the national interests of the United States,Its fundamental purpose is to exclude the European forces,occupied the Latin American,finally the United States leading the Western Hemisphere.However,the United States at this time was not strong enough to make the whole of Latin America to its bow,the South American countries,especially Argentina were always vigilant and resist the US hemisphere hegemony,therefore,the U.S.policy toward Argentina would directly affect the success or failure of the Wilson's Pan-Americanism.At the same time,the outbreak of the WWI and the United States enter the war not only impact the relationship between the United States and Argentina,even the relationship between the United States and Latin American nations as a whole profoundly,but also affect the specific content and results of the U.S.policy toward Argentina.In general,Wilson's Pan-Americanism,despite some success,still could not escape the fate of failure,and the policy of United States toward Argentine was bound to be so difficult.
