A Research On Emergency Management Of Strike Of Cash Social Supervisor In Guangdong Province

Recently,China is in a new historical stage of economic transition and social transformation that economic system and social structure have changed fundamentally.At the same time,mass emergencies happen frequently,especially the labor disputes leading to the strike or sit-in becomes common phenomenon.However,Chinese crisis management is immaturity and lack of experience,and most local governments' managerial level of dealing with crisis events are differently.There are some successes and some failures examples of sudden incidents handling.Among these emergencies,strike of social armored cash carriers receives great attention,because this group of subjects going on strike “carries weapons”.Comparatively,it is difficult to deal with such emergencies,on the grounds that the society would be endangered to a greater extent if these emergencies are inappropriately handled.It is theoretically and practically important for governments and regulatory departments to study how to establish emergency management systems for strike of socialized carriers,in order to prevent regional financial risks and enhance abilities of subjects such as governments and banks to respond to emergencies.By exploring two typical strike events of cash carriers in Zhongshan and Guangzhou,the author analyzes the problem with the administrative emergency-reaction of the local government or the emergency management unit.Besides,the author deeply reflects on how to ease pressure from strike,resolve labor conflicts and construct a complete emergency management system for strikes of social cash carriers.Three major aspects are discussed as follows.First of all,a state-of-the art of emergency management for strikes both in China and abroad is introduced.An analysis of rationality and effectiveness of the local government responses and solutions for strikes is also presented in the article.Secondly,we analyze the cause of social Cash-in-Transit guards strikes through the cases study of Zhongshan Security Company and the Guangzhou Huibao Cash-in-transit Company,and summarize the responses and solutions actuality at the time.Furthermore,formation mechanism of strikes is discussed to find out the deficiencies when the local government as subjects to respond to these public emergency events.Finally,countermeasures and suggestions are suggested to improve preliminary control measures for emergency management of strike events and to ameliorate on-site emergency settlement performed by the government or emergency preparedness organizations.Preventive measures and strategies are also provided to handle emergency strikes and solve the problem of response body often get into the mire of being rushed to cope with the strikes.
