Research On The Participation Of Social Organizations In Administrative Emergency Management System

New China establishment have 70 years,non-governmental organizations gradually become one of the important bodies of national governance.The participation of social organizations in emergency management has also been rapid development.According to Ministry of Civil Affairs in 2020,as of December 31,2020,there are 924385 non-governmental organizations in the country,more than doubled last decade,and it has continuously increasing tendency.In this background,non-governmental organizations have become a nonnegligible existence of emergency management.Non-governmental organizations organization participation in administrative emergency management has started developing in breadth and depth.Worldwide,Social organizations participating in administrative emergency management is one of the important methods of emergency management in developed world.But look at the practice in China,its regulation is imperfect.Chinese scholars attach importance to the functions and roles rather than the non-governmental organizations’ functions in administrative emergency management,especially its principle of management,right,process and responsibilities in the course of research.First,there is no professional provision of law of administrative emergency management,but scattered in other laws.Secondly,the lack of information sharing,communicate and coordinate media between social organizations and administrative organs hinders the efficiency of social organizations ’ participation in administrative emergency management.Thirdly,the administrative emergency management lack of corresponding programming,resulting its chaos and disorder.Finally,the government has not fully transformed the concept into a service-oriented concept.These are the problems of social organizations participating in administrative emergency management.Currently,Chinese organs’ establishment,legislation and the development of the concept of social public administration have pushed the development of the administrative emergency management institution.I think improve emergency management legal administrative system is the most important way to improve participation of social organizations in administrative emergency management system,legislation is the Legislation is a prerequisite for social organizations to participate in administrative emergency management.Than the establishment of an emergency management information-shared platform and the construction of effective participation procedures are important institutional mechanisms for social organizations to participate in administrative emergency management,it is propitious to form efficient emergency system.Finally,to explore the purchase of services in emergency management of efficient emergency response system is an important aspect to transform the function of government and support non-governmental organization development.
