Francis Fukuyama’s Theory Of State Building

From "the end of history?” published in 1989 to the state construction thought proposed in 2004,although Francis Fukuyama did not deny the existence of democracy tide phenomenon in the world and also admitted that he had little knowledge of the underlying problems of political development.But he insisted that"my basic ideas are still basically correct." In Fukuyama’ s works,the end of history is not a spontaneous and self-sufficient process.State construction process,as an important intermediary,must be throughout this process.His theoretical thinking and practical exploration has not changed.Fukuyama believed that state construction is an effective way to realize the stable and sustainable development of the "failed state",and it is also one of the most important propositions in the international society.He took the developing countries or the weak countries as the subjects of comparative politics and national studies,and put forward a lot of creative and practical views on the national construction of "failed states".To this end,this paper will analyze Fukuyama’s state construction theory,to explore the origin,content and value of the problem,in order to provide the reference value for the national governance and world order.The first chapter reviews the background of the formation of Fukuyama’s national construction.The state construction is not only an academic activity,but also a political practice.Based on supplement to the "big government" dynamic mainstream political world and classic academic literature,and the supplement to the realistic predicament of the global state building in twenty-first Century,Fukuyama established the systematic theory of state construction,to contribute to the promotion of national governance,global governance and world order.Understanding the background of Fukuyama’s theory of state construction is the premise of our understanding of the theoretical framework,and is also a breakthrough to explore the issue of state construction.The second chapter: the interpretation of the connotation of Fushan stateconstruction.Fukuyama’s state construction project of "failed state" is an international priority.Starting from the problems,causes and solutions of the problem,he systematically introduced the main content and core connotation of the state construction theory.As for the dynamic mechanism of the thought of Fukuyama’s state construction(i.e.Seeking the future of history),the mode of construction(i.e.international aid or intervention and indirect rule in British colonial rule),the conditions of construction(i.e.designing reasonable system and constructing national identity),the concept of goal(i.e."small but strong " country)and macroscopic prospect(i.e.balanced political system),this chapter has given all of them summaries and demonstrations.The third chapter: the theoretical reviews on the thought of Fukuyama’s state construction.It is from the form and content of the study to summarize and discriminate the thought of Fukuyama’s state construction.The form of study is reflected in the study of national capacity in the national level,and the "endogenous" state building model.Content of the study is the research on the theoretical basis of the policy level,including the relationship between the scope and ability of the national level,and the dimension of seeking the development of the political order:the balance between the state building,the rule of law and democratic accountability.However,there are some limitations in the thought of Fukuyama’s state construction.Under the guidance of historical materialism,the author tries to analyze the reasons of the contradiction of the thought of Fukuyama’s state construction and the corresponding theoretical way.The fourth chapter: the Enlightenment of Fukuyama’s theory of state construction on the promotion and development of the modernization of national governance in contemporary China.In history,there are different characteristics in Exploring Governance model between China and Western countries.Although there are some differences between the political environment of the contemporary China and liberal democratic state system designed by Fukuyama.But we should also see the great influence of the theory on the improvement of the state and governmentefficiency.
