"State-Social Preference" Model

Nordlinger introduced public policy to the concept of national autonomy,and put forward national autonomy,that is,"the range in which the state translates its own preferences into authoritative acts,and the extent to which public policies obey the parallelogram of public officials' resource-weighted preferences." Nordlinger believes that as a state's behavioral subject,the personal preferences of public officials are weighted into national preferences and national goals,and the ability of public officials to use strategies affects national capabilities.Specialized public officials can make the country free from the constraints of social groups,and even violate the interests of social groups,to achieve their own policy goals.Nordlinger divides the three types of state autonomy by comparing the degree of divergence between state preferences and social preferences.First of all,when there is no difference between national and social preferences,the state translates its own preferences into authoritative actions and further strengthens the same social preferences as national preferences;second,when there are differences between national and social preferences,the state can assimilate social preferences or make society accept State preferences,thereby transforming state preferences into authoritative actions;last but not least,when state and social preferences differ,the state can still translate state preferences into authoritative actions when society does not agree with its preferences.Finally,the paper evaluates and criticizes Nordlinger's theory of state autonomy.Nordlinger's research paradigm is a "state-centrism" paradigm that is completely opposite to the theory of sociocentrism,completely subverting sociocentrism;Nordlinger provides a new research path and perspective of national autonomy.Enriched the theoretical connotation of state autonomy at that time.However,Nordlinger's theory of state autonomy also has the defect of ignoring institutional factors.In the meanwhile,the other defect of Nordlinger's theory of stateautonomy is that the definition of the identity of the bureaucratic elite is not clear enough.In the final,the thesis,based on the reality of China's reform and development and social transformation,affirmed the important role of bureaucratic elites in the development of the country.
