Village Authority And The Formation Of The Allocation Scheme Of Land Compensation Fees

This paper focus on the formation of the allocation scheme of land compensation fees,and the problem was researched from the institutional perspective. The research method of this study is fieldwork, and the data were collected in Z town, Guangzhou city. This study also pay attention to the effects that the village authority had in the formation process. In the article, the author has introduced the basic flow of the allocation scheme of land compensation fees formed, analyzed the selections of village authorities in the formation process, and showed the different stages' situation and authorities' specific roles in the formation process of the allocation scheme of land compensation fees.Conclusion shows that: firstly, the reason why the formal and informal authorities can affect the formation of the allocation scheme of the land compensation is radically because of their own legitimacy foundation. Secondly, the formation of the allocation scheme of land compensation would go through with a process, which includes proposed,adjusted and reached. The formal and informal authorities would have effect on different stages in the formation process. They even contribute to the agreement of distribution system. Thirdly, village authorities guide and guarantee the formation of the allocation scheme of land compensation fees by coordinating the interests of all parties with power.In the discussion section, the author firstly showed her own opinions about the relationship between the allocation scheme of land compensation fees and the distribution system of land compensation fees, thinking that the allocation scheme of land compensation fees in the village is the distribution system at the micro level in fact. Then,the author discussed the relationship between village authority and the formation of the system, thinking that both of the village authority and the system are showing people's opinions and identity in ideology, and that authorities put the ideas they have in the formation process of the system, use power to awake people's identity in ideology, andtranslate them to the system to promote the formation of system's basic elements. Lastly,this study illustrates the relationship between the game analysis and embedded analysis during the process of the system formed. It also talks about the similarities and differences between author's opinion and those two opinions mentioned before. The author believed that the game and embedded analysis could not really separated in the application. Both of the game and embedded analysis are showed in this research, but the foundations that the authorities have and how they show their effects based on the legitimacy foundations are emphasized more in this paper, which are the differences between this paper and the both mentioned.
