Multiple Institutional Space And Active Choice: Study On The Differentiation Behavior Of Local Government Promoting Public-private Partnership

Under the background of our country's unitary state structure, unified national policy deployment has become a regular policy arrangement. In accordance with the usual logic,because of "the political tournament" and political pressure, unitary state often shows a consistent pace of policy implementation. Conversely, in the process of implementing central government's policies, local governments often showed different behaviors.Although many scholars have perceived this phenomenon and developed deep study, all unable to explain or fully explain the phenomenon.This article is based on this fundamental policy executive— local governments— and explore environmental constraints faced by local governments and their own preference,and finds "multiple institutional space" formed by central government or other conditions,and presents a framework to explain behavior of local governments.Then, using Public-Private Partnership(PPP) policy implementation, which the central government pushed currently, find behavioral assumptions and inferences of different local government's implementation of the Public-private partnership policy is different,and use the Public-Private Partnerships Center of China(CPPPC) to test the assumptions and inferences made before, and further analyze potential risks of deploying the PPP policy in China.Full text contains 7 parts: in introduction part, discusses about research background,research significance research methods and innovation points; Literature's reviewed part mainly dates back series theory about China local government behaviors, and explore its applicability category and not much explored field; In article's third part, around environment constraints, local government behavior and multiple institutional space,proposed a explained framework of local government's different behavior, and launched series assumptions and inferences about the situation of how China local governments promote PPP policy; Articles IV part introduced the present situation about China PPP policy promotion, and described local government's different promotion behavior, to lay the groundwork for other chapters; In assumption test part, operate various variables and test the assumptions and inferences through the provinces' PPP policy promotion data;using the framework sixth department points Local governments' potential risks under their own action logic; Final part summarizes the main conclusions of the article as well as the lack of research and prospect.
