This paper aims to discuss how the public and private sectors achieve the governance goal through the network interaction,explore the internal dynamics of the cooperation between multiple subjects,and analyze the key successful elements of public-private partnership model.It is realized by studying the example of incineration policy of Taipei city with the method of theory and case combination.This paper study of the network interaction relation between government and civil society under Taiwan public private partnership model,has important theoretical and practical significance for the development of contemporary China's political and national governance modernization.This paper starts with a general description of the public-private partnership model.The theoretical basis of public-private partnership model is citizen participation theory and the network relation theory.The reasons for the rise of Taiwan public private partnership are the economic globalization,political democratization,the formation of civil society and the demand of private sectors.Secondly,based on Mitchell's stakeholder confirmation theory,main participation subjects are divided into supportive stakeholders,confrontational stakeholders,marginalized stakeholders and mixed stakeholders.Furthermore,according to Rowley's concept of social network,the stakeholders concerned the policy and the environment are organized to form a network relationship.Through interaction and integration mechanism,multiple participation subjects are enabled to establish the public private partnership.Then,from Jones's point of view,taking the structural embedded factors as the starting point,it is found that the internal driving force of public-private partnership operation is consensus and reciprocity.The critical successful operation factors lie in respecting the multiple subjects,improving the coordination mechanism and giving play to embedded structure effectively.And the key success element is interdependence and mutual trust.In the third part,it is stated that the public-private partnership model in Taiwan is confronted with the legal dilemma of "blurred responsibility" and the institutional dilemma of violating"community spirit".The public-private partnership model has its legal and geographical scope.Finally,this paper summarizes the research results and then puts forward some suggestions for further development and research.The innovation of this paper is to explore the operation mode of Taiwan's public-private partnership on the basis of the network relation theory combined with the case analysis.In this way,the abstract theory is embodied to promote the unification of theory and practice.
