Resarch Of Violent Rdsistance Encountered By Lin'an City Adminstration And Law Enforcement By Urban Officials

Starting from the city of Beijing in 1990, China Law Enforcement by Urban Officials is with a history of 17 years by now. Lin'an City Administration and Law Enforcement Bureau was formally established in 2007, and it has been maintaining nice appearance of Lin'an City, stopping law violation against citizen life. Lin'an City Administration and Law Enforcement Bureau is a team with strong sense of social responsibility, but resistance by violence against administration is bothering every member of the team. From its establishment, Lin'an City Administration and Law Enforcement Bureau totally encountered 3 cases of severe violent resistance, 135 cases of moderate violent resistance, and countless cases of minor violent resistance. Violent resistance against Law Enforcement by Urban Officials even becomes regular. Though the violent resistance has not been focus of local media, it did a lot of harm and can not ignord. Outbreak of violent resistance makes urban officials nervous all the time, and it increases the work stress level. The violent nature of resistance makes a moral distortion.The illegality of violent resistance sets the law at defiance.As a team member of Lin'an City Administration and Law Enforcement Bureau, I work in the field, observe, and interview other team members, citizen, code offenders, and I review studies related to violent resistance both in China and overseas.By doing so, I analyzed the contents, types, and features of violent resistance. I assort it as Minor Violent Resistance, Moderate Violent Resistance, and Severe Violent Resistance. According to the analysis, and taking the cases of violent resistance in and outside China for reference, I reach a conclusion that in order to solve the problems of violent resistance, the following must be done as solutions: from a macro perspective,system of city administration should be improved, management concept renewed, and social security system more fair; from a micro perspective, members of City Administration and Law Enforcement Bureau shall better their administrative ability,and preplans for different types should be drew up and exercised.
