| Drugs are recognized by the international community as one of the world’s public hazards,seriously destroying people’s physical and mental health,easily triggering crime and other social problems,and affecting political security and social stability.China has always promoted anti-drug work in depth,always maintained a strict and high-pressure posture,constantly improved and optimized anti-drug policies,insisted on exploring the road of drug problems with Chinese characteristics,and tried to completely curb the spread of the drug problem.The city of Guiyang has been bold in innovation and reform,transforming its anti-drug work ideas and paths,establishing sound anti-drug policies and systems,and making remarkable achievements in anti-drug work,which has greatly improved the city’s once severe drug situation and formed the "Guiyang model" of anti-drug work.This paper takes Guiyang’s anti-drug work as the research object,and summarizes five main practices of Guiyang’s anti-drug model through literature collection,questionnaire survey,and in-depth interviews.Combined with theories of public management,it outlines the main advantages and characteristics of Guiyang’s anti-drug model:it establishes a new concept of treating both the symptoms and the root causes;it forms a new pattern of comprehensive management of anti-drug for all people;and it explores new means of big data anti-drug.Based on the current situation of anti-drug work and drug situation in Guiyang,the paper argues that there are still problems in four aspects of Guiyang’s anti-drug model,including the depth of drug prevention education,anti-drug target assessment indicators,drug user control services,and anti-drug big data application,and analyzes the causes of the problems in depth one by one.Finally,based on the academic research results and practical experiences,the article proposes countermeasures and suggestions in four aspects:full coverage of anti-drug prevention education,scientific setting of anti-drug performance assessment indexes,improvement of drug addict control services,and optimization of anti-drug intelligent information system,in order to contribute to improving the anti-drug model in Guiyang,and to deepen and enrich theoretical research and concrete practice of drug prevention and control work in China.It is expected to contribute to the improvement of the anti-drug model in Guiyang,and to deepen and enrich theoretical research and concrete practice of drug prevention and control in China. |
