Research On The Countermeasures Of Perfecting Centralized Administrative Cases Of The Railway Transport Court

First,based on the theory of centralized jurisdiction of administrative appeal,this paper analyzes the current logical mechanism of centralized jurisdiction of administrative appeal in China by comparative research method,historical research method and other research methods,and compares Guangdong,Shanxi,Gansu model,Shanghai,Beijing,Jiangsu model of railway transportation court with centralized jurisdiction model of the general people’s court,obtaining that the railway transport court have the advantage of financial and economic,judicial status,resolve grass-roots contradictions their own distribution and other aspects.At the same time,the railway transport court have made positive comments on its independence,efficiency,professionalism,impartiality and substantive settlement of various contradictions of the people’s livelihood and writer put forward the suggestions on the judicial stability,trial quality and other areas of the potential risks in centralized jurisdiction of administrative appeal of the railway transport court.Finally,the writer according to the actual situation of our country,learning from the experience of foreign administrative appeal jurisdiction,put forward that raise the level of the railway transport court,expand the jurisdiction of the first instance of the railway transport court,build reasonable layout of the institutions and carry out other substantive reform to make centralized jurisdiction of administrative appeal of the railway transport court more perfect.
