Survey Report On The Minor Crime In Qijiang District, Chongqing

In recent years,despite the mitigation of the overall situation of the minor crime with the attention of the relevant state departments,it is not improved at all.The minor crime is still one of the serious social problems which affect the local economic steady development and family and social harmony and stability in China,and the minor crime's new features emerge with the rapid development of urbanization and the acceleration of social transformation.Therefore,it is of great theoretical significance and practical value to investigate the current minor crime situation,carefully analyze the relevant characteristics and regularity,induce the reasons and the emerging new problems,and propose the targeted prevention countermeasures and suggestions for the minor crime.Apart from introduction and conclusion,this thesis is composed of five parts,more than 30,000 words in total.Part One elaborates the purposes and significance of the survey,that is,to conclude the reasons for the minor crime through the analysis of the relevant information and stylized features of the minor crime heard by the People's court in Qijiang District from 2011 to 2015 and propose the targeted countermeasures and suggestions so as to offer reference to the prevention of the minor crime for the local government and other similar areas and maintain the harmony and stability of family and society.Part Two introduces the survey methods adopted by this survey,mainly the judicial big data analysis(criminal trial record survey method)and the interview method.Part Three analyzes the survey statistics and concludes the relevant results of this survey,including the still serous overall but being stable of the minor crime,the mitigation of the younger trend thereof,the age of 16 to 18 being the high incidence age thereof,the obvious uprising trend thereof in rural families,the relatively adverse influence of family factors such as parents divorce,family violence and migration employment which is becoming the major factor in the unsteady factors of family environment for the minor crime,the relatively singe motive of the minor crime as well as the crime type mainly centralized on infringing property crime and violence crime.Part Four makes analysis on the general adverse factors reflected from the result analysis of this survey which are likely to result in the minor crime,mainly the subjective aspect of the minors and their objective aspect,including the four factors such as the adverse subjective physiological features which are carried by the minors and the adverse objective factor from family,school and society,of which the adverse subjective physiological features are mainly characterized with immature physiology,fluctuant emotion,different physical and mental development,psychological development lag,rich affection,fragile and sensitive hearts,lack of independent judgment,vulnerability to suggestion,enhanced self-awareness and aggravated rebellious attitude;family factor mainly include unsteady family factors such as parents' divorce,migration employment,long-term separation and other adverse family factors such as family violence,lack of education,improper education and bad example;school reasons mainly include improper educational methods such as outdated educational philosophy,single education contents,a mere formality of the legal education as well as improper campus management measures;social adverse factors mainly include aggravated society disintegration,increasingly adverse trends,weak community culture construction and improper cultural entertainment market and network management.Part Five proposes targeted countermeasures,suggestions and prevention measures mainly for the related adverse factors for the failure of the mitigation of the minor crime.As for family prevention,this thesis probes to improve the monitoring educational system for unattended minors on account of sharp increase of the unattended minor crime,probes to establish the caring system for the minors whose parents are divorced on account of the keeping up of divorce rate and the adverse influence on the minors brought by the divorce,and probes to set up more effective intervention and prevention mechanism on account of the general family violence on the minors As for school prevention,this thesis first proposes the minor schooling at the age of 14 to 16,then the schools should change the educational concept,improve educational methods and pay more attention to strengthening the education on psychological health education and sex education for the minors and to giving full play to the legal education;the schools also should further strengthen the cooperation with the judicial departments,purify campus internal and surrounding environment;furthermore,this thesis proposes to strengthen the monitoring and educational guide for unattended minors on account of the minors' lack of family education and give them more caring.As for social prevention,this thesis first proposes to create more opportunities for a short commute to work of the rural laborers and expand the employment channel for the minors beyond the age of 16,then proposes to strengthen community cultural construction,probe to set up the community intervention system;to pay attention to the management on culture entertainment market,strengthen internet legislation and monitoring to purify the internet environment.As for the judicial measures,this thesis proposes to further strengthen the specialized construction in the investigation,prosecution,trial and monitoring for the minor crime,add social correction measures,further improve help and education measures for astray minors to prevent the recommitting by the astray minors.
