| The minor crime has always been a hot issue of high concern.Based on minor crime cases of Wuhu from 2012 to 2016 as samples,both to providing unique local perspective the study of the theory of the minor crime,can also put forward the targeted proposal to minor crime prevention for Wuhu.The subject of the minor crime in Wuhu is mainly reflected in the following four aspects: the age of the of the subject is focused on 16 years old and 17 years old;On gender shows that boys more that girls;The culture in junior high school is the most of the subject;Most of the crimes are relatively concentrated in the cases of multiple subjects.Wuhu minor crime charges of time and space distribution status quo mainly embodied in the following: first,change in time,this five years in Wuhu,number of minor crime have been in the downward trend evidently,which from 2012 to 2013 and from 2015 to 2016,the decline rate is improved significantly,between the other two years the descend is more gently.Secondly,the distribution of the space in minor crime mainly presents the following characteristics: in the urban areas,the situation larceny is the most serious,and the situation of the crime of picking quarrels and troubles is relatively good;In Wuwei County,robbery crime is the most serious;In Fanchang County,affray crime and the crime of intentional injury are in good containment condition.In Nanling County,the robbery crime is in good containment condition.In Wuhu County has the lowest rate of robbery crime.According to the above statistics results of the status quo,do further analyzing the influence factors of minor crime in Wuhu,mainly has the following five aspects: first,the individual internal factors,it is impulsive,violent characters of minors,lack of the veneration and awe to the law of state,curiosity and desire to violence;the subject which close to the age of 18,the conceit and courage and confrontation of investigation of crime have been increased,and the psychological of boy minors to make small groups for the "brother" to subject make risks.Second,family environmental factors mainly refer to the incomplete family structure or poor economic environment of the subject,which is mainly single parent families,left-behind families,poor families,etc.There is also the inappropriateness of the family education model.Third,the campus environmental factors,which mainly indicates the neglect of moral and the law of education,the attitude of ignoring,discriminating,giving up and dissuading from the "underachievers";at the same time,the campus bullying phenomenon is rampant,and the neglect and laissez-faire to campus bullying from school.Fourth,the network environment factor,mainly refers to a large number of network pornography,violence culture without restriction;and some bad Internet users transmit money worship,vulgar,despicable negative values.Fifth,applicable effect of sentencing,is mainly refers to light punishment,probation,fine punishment plot in the minor crime case for too much,may have the negative effect for the containment and prevention of minor crime.According to the empirical analysis,the prevention measures of minor crime in Wuhu mainly include the following aspects: first,parents should build a harmonious family atmosphere and improve the family education model.Second,schools should pay attention to education for "underachievers" and take campus bullying seriously.Third,the relevant media and its regulators should crack down on the spread of Internet pornography and violent culture.Netizens should create a healthy and green Internet environment for minors.Fourth,the judges should pay attention to reasonable sentencing,for the light plot,probation,fine punishment shall be according to the practical case,avoiding the "minor crime sentencing will reduce" the pattern of thinking caused by repeated evaluation and excessive abuse. |
