A Research On The Mode For Co-governance Of Rural Grass-roots In The Process Of The New Type Urbanization

As China enters into the prime time of the economic development, the traditional urbanization mode shows its improper places gradually. Consequently, it is extremely urgent to possess a new type of urbanization road that is suitable for the development of China. We should give priority to abandoning the quantity, advocate the good quality,uphold the government service-orientation while putting people first, protecting the ecological civilization, promoting the common development of relevant industries,optimizing the rational allocation of resources and carrying out the plan of unified urban and rural areas. The continuous development of the new type of urbanization will affect the production and life of over 800 million peasants of our country. Fulfilling the development of the new type of urbanization needs a reasonable rural grass-roots governance mode to rectify it.This paper is mainly on the basis of social governance theory, public-choice theory,social capital theory. By analyzing the current situation of the rural grass-roots governance in the new type of urbanization process, the multiple participation-oriented co-governance is put forward, around which the mode design along with measures of safeguard is advanced. That can deal with the rural grass-roots problems in the process of the new type of urbanization effectively, thus clearing barriers away for peasants'production and life for facilitating the harmonious development of the state political power and grass-roots country.This paper is mainly divided into 6 chapters:Chapter 1 is about introduction. This section firstly expounds the reasons for choosing the subject, namely, the advancement of the question and research significance,makes an elaboration by literatures at home and abroad,puts forward the research ideas and methods and enumerates the innovative features and points finally.Chapter 2 reveals the relevant concept and theoretical basis. This section makes an elaboration for urbanization, new type of urbanization, governance, co-governance,grassroots, grass-roots governance concept and states the relevant theoretical research related to this paper. In addition, by expounding for the feature and significance of the new type of urbanization, we should distinguish its different places from the traditional urbanization and summarize for the principles of the grass-roots governance and herebymakes a description for the "ought to be" condition of the rural grass-roots governance of the new type of urbanization.Chapter 3 explains the historical evolution of China's rural grass-roots governance mode is concluded by the changes of our economic system as the main line and its mode background, main contents and operation effect are elaborated in every stage. We should make a conclusion for the goal of the new type of urbanization, raise the conflicts between China's new type of urbanization and rural grass-roots governance and reflect the existing rural grass-roots governance problems in the process of the new type of urbanization again. At last, the author puts forward that our country is in urgent need of an effective rural grass-roots governance mode under the background of the new type of urbanization.Chapter 4 proceeds with the author has found the gap by the analysis of the first and second chapter and put forward the gist of choosing co-governance mode in the process of the new type of urbanization and constructs for the goal of co-governance mode, basic elements and operating basics.Chapter 5 about the author raises the measures of safeguard for the rural grass-roots co-governance mode in the process of the new type of urbanization mainly from nation, the rural grass-roots government, social organizations and peasants.Chapter 6 contains the conclusion and prospect of this paper. The author points out that the co-governance mode is a long-term and gradual process and advances the weakness and prospect for this paper.
