Independence,Authority And Institutionalization:the Reform And Improvement Of The County Discipline Ispection System In China

After the 18th CPC National Congress,CPC Central Committee has put forward Four Comprehensives(comprehensively build a moderately prosperous society,comprehensively deepen reform,comprehensively implement the rule of law and comprehensively strengthen Party discipline).Among them,the comprehensively Strengthen Party discipline is the key to promote Four-Pronged Comprehensive Strategy.In 2014,Central Commission for Discipline Inspection carried out Implementation scheme of Party's discipline and inspection system reform deliberated by Political Bureau of the Central Committee of the CPC and formulated the time and guideline to deepen the reform of the disciplinary inspection system.According to the plan and arrangement,The entire disciplinary inspection system has a structural reform from center to grassroots level.Yunxiao County's disciplinary inspection is the lowest level of the entire system.Up to now,Its reform could be concluded in three great reforms from Chinese's reform and opening up.They are respectively the reconsideration office in 1993,institutional reform in 2002 and the reform of commission for discipline inspection in 2014.In particular,the recent reform,indicating that the grassroots discipline inspection system is moving toward greater independence,higher authority and more institutionalized direction.But what about the effect of the reform?This paper tries to analyze the problem of the reform of the discipline inspection system in Yunxiao County in 2014.Firstly,the paper reviews the historical evolution of the system,and then summarizes the reform of the system in 2014 from the aspects of the causes of the reform,the mode of reform,the specific content of the reform and the analysis of the effect of the reform.The article believes that,from the perspective of the practice of the sky,the grassroots discipline inspection system has made a major change in the above aspects,but there are also some shortcomings from the aspects of independence,authority and institutionalization.Therefore,this paper argues that to improve grassroots discipline inspection system from the following aspects:the first is to strengthen the acceptance of Ideological and political construction of discipline supervision,the second is to deepen the reform of the dual leadership system,the third is to improve the discipline of cadres system construction,finally,is to strengthen the discipline inspection and supervision full coverage.Grassroots discipline inspection system design is reasonable or not,how the effect of supervision,for the central strict party strictly required to carry on is crucial to the success or failure of the power into the cage system.
