In recent years,several US-led economies have tried to establish new rounds of high standards of global trade and investment rules through bilateral and multilateral investment partnerships to curb the development of emerging countries such as China.And the negative inventory management system,which is applied by countries around the world,has become an important aspect of global investment.Regarding this,China should hold an open mind,and get involved as soon as possible to get the proceeds early.Then it is possible for China to master a certain initiative,not be marginalized in the new world pattern.Having this background,the first free trade zone of China-China(Shanghai)Pilot Free Trade Zone((Which will be abbreviated as FTZ in the fowling))-came into being.In the free trade zone,China has put forward a series of innovation for institution,and one of the most important is the introduction and the implementation of the Negative List(Which will be abbreviated as NL in the fowling)legal system.NL is a new concept in the field of modern international economic law,and it has gradually become a new form of international investment.Also,NL has already become the focus of bilateral or multilateral investment agreement negotiations between China and other countries or organizations.NL will fully mobilize the enthusiasm of foreign investment and improve the openness and liberalization level of the market,largely determine the success or failure of the construction of the free trade zone.As the China's highest level reform and opening area,FTZ will set a good example for other regions of China in the area of economic development and the formulation of national policies.China's FTZ has made significant achievement since implementing the NL,but there are also many problems at the same time.Up to now,the friend circle of China's FTZ has been expanded to 11.With the strengthen of opening of the central and western regions,and the implementation of national strategy-Belt and Road,whether and how to make good use of NL has become a unignore problem.After the new US President Trump stationed in the White House,the United States announced the withdrawal of the TPP immediately,which also provided a opportunity to China to speed up bilateral investment negotiations with the United States.The regional comprehensive economic partnership advocated by our country has not yet been completed,and the issue of NL has gradually become the focus of the negotiations.Therefore,as a system to be nationwide promoted and implemented,NL must be reformed and implemented deeply,and its short board should be token away.With those,NL will play a more and more important role in the construction of the FTZ and China's foreign trade investment negotiations.
