The Systematization And Standardization Of The Administrative Guidance For China's Cultural Industry

For China's national economy,cultural industry is a pillar industry,which is also an important approach to meet various spiritual needs from the general public for their civilization under the condition of the socialist market economy.Administrative guidance(Ag)is a rational choice of administrative management under the condition of modern market economy.Ag is a complement and cooperation for administrative legal rules,and it also applies the role of coordination and promotion between the relationship of the government and enterprises.It is beneficial to well utilize the Ag for the comprehensive,coordinate and continuous development in China's cultural industry.Ag,as a wide range of application with flexible and diverse methods of administration,is very popular for modern market economy in many countries and regions.We should study and utilize the Ag,especially the experience of the implementation of administrative guidance for cultural industry,from those countries and regions with advanced market economy.Thus,this paper presents the author's study of the practice of Ag for cultural industry in USA,Britain,France,Germany,Japan,South Korea,and Taiwan region.The aim is to promote the systematization and standardization of the Ag for China's cultural industry.In order to promote the systematization and standardization of the Ag for China's cultural industry,we must strengthen the Ag in the following seven aspects,i.e.personnel training,mass management,business financing,copyright,information,technology,and emergency handling.As regards the standardization of Ag for China's cultural industry,it is more imperative.According to the author of this paper,to realize the standardization of Ag,the following seven aspects should be seriously considered,i.e.1)to improve the legislation of Ag;2)to standardize the main body of Ag;3)to standardize the procedure of Ag;4)to standardize the secured measures of Ag;5)to standardize the relief of Ag;6)to standardize the pure type of legal liability of Ag;7)to standardize the non-pure type of legal liability of Ag;...
