As a developed city in China,Shenzhen is one of the pilot cities in China to promote the reform of comprehensive administrative law enforcement.The implementation of the relatively centralized administrative punishment power system has already taken the lead in comparison with other cities in china.This paper takes the Shenzhen City Urban Management Bureau as the object to carry out a series of research activities,through summarizing the Shenzhen Municipal Urban Management Bureau to implement this system of the achievements and problems,summed up the system in the actual operation of the"centralized" scope is not clear,punishment right and right separation is unknown,lack of communication and coordination between departments,involving the professional field of law enforcement service level is not high,need to take effective measures to improve the administrative law enforcement.To this end,the implementation process of Shenzhen Municipal Urban Management Bureau of the relatively centralized administrative punishment system in the problem,put forward the improvement suggestions,namely to promote the harmonization of legislation and administrative enforcement of law at the national level,foreign jurisdiction safeguard,restricting administrative power "two system" restriction mechanism,perfecting the relevant functional departments of communication and collaboration system,strengthen the comprehensive administrative law enforcement team construction.These immature suggestions is the innovation of this article,and to be proved by practice,the system of relatively centralized administrative penalty power to better play its value,so as to achieve the double effect of convenience and efficiency,to accelerate China's governance system and governance capacity modernization.
