The Government Responsibilities In China's Rural Social Assistance

Poverty,has been a major problem restricting the development of China's rural economy,in order to solve this problem perfectly,rural social assistance is an important institutional arrangements.The rural social assistance system refers to the social assistance system provided by the government to provide the lowest standard and sustainable money or service when the rural residents are living in poverty and difficult to maintain the minimum standard of living due to old age,illness and so on.It aims to protect the most basic living of vulnerable groups in rural areas,promote social equity and maintain the stability of a harmonious society.Because of its own characteristics of public goods,unpaidness and other characteristics,it is easy for the market to lead to the failure of the supply of social resources.Therefore,it is the sole responsibility of the government to bear the responsibility of rural social assistance.In the context of "precision poverty alleviation",the author believes that in order to promote the further development of China's rural social assistance system,we can study the responsibility of the rural social relief government from the perspective of "precision relief",and discuss the government's responsibility for rural social relief How to fulfill the ability to achieve precision.This paper expounds the relevant concepts,theories and the reality of our country,and demonstrates the rationality and necessity of the government as the main responsibility of the rural social assistance,and then reflects the progress of our government in the current rural society The paper analyzes the legal liability of the government in the event of social rescue disputes,and the remedies of the rights of the rescued subject.Through the elaboration of the United States,Germany,Britain and the government of the rural social assistance work,with a view to the implementation of our government responsibility to inspire.Finally,combining with the policy guidance of "precision relief",the author puts forward some suggestions on the precision fulfillment of the government responsibility of rural social assistance in China.
