Government Responsibility For Social Assistance

The traditional social relief takes the social organization and the individual as the responsibility subject. It emphasizes the main role of social charity and play the individual initiative to help the relief to the difficulties. With the development of market economy, the government is recognized as the main body of social relief responsibility, while active social organization initiative. With the theory of multi responsibility subject, the social relief mode of the social relief mode is developing continuously in the world. This thesis takes the responsibility distribution as the breakthrough point, and analyzes the social relief development history of the typical countries, and concludes the characteristics and the inherent law of the social relief system. On the basis of the basic theoretical issues of social relief responsibility, the typical state implementation of social relief history and social relief legislation, this paper considers that our country has entered the stage of multi responsibility mode, and analyzes the existing problems of social assistance in China, and then put forward specific suggestions. Firstly, the core of the responsibility of social relief is to divide the responsibility of the scientific division, and to confirm the main position of the government; Secondly, from the perspective of historical development of "government" in the social assistance supplementary role to the development of social assistance subject role, and analyze that the government bear the main responsibility of social assistance is the historical inevitability; Thirdly, through the analysis of distribution justice theory, basic human rights theory and the theory of social contract, to which contains the social relief theory and the system combined with the practice of and for the government to bear the responsibility subjects of social assistance for theoretical support.This thesis is composed of three parts.Part I: the constitutional value of social salvation. This part analyzes the development history of the social relief system of the developed countries, and divides the scientific division into four stages and analyzes the different institutional arrangements of different countries. Through the analysis of the history of social relief system, the relevant theoretical support of the system is summarized. Through the analysis of social relief and practice and theory, the government can take the constitutional value of the main responsibility of social relief.Part II: analysis of China from the founding of the people’s Republic of China to at this stage of the development of social assistance history, explore the social relief system in China and its corresponding legislative situation, and sums up the problems of social assistance in our country exists in the institutional arrangements and theoretical research.Part III: according to the system and the theoretical defect of our social assistance system, puts forward the suggestion to improve our social salvation system.
