Research On Problems And Strategies Of Local Government's Target Management

Efficiency and the public service level of local government in the construction of social development has attracted more and more attention,on the basis of the transformation government function,local government improve local government management idea actively,by improving the government's way of doing things,streamline organization department structure,improving local government incentive effect has become the current problem to be solved.Target management methods gradually introduced to the local government in C hina,but China's local governments implement target management ineffective,so this article is based on the goal of the overall leve l of local governments' target management as the starting point,according to Drucker's objective management theory,behavioral science theory,system theory,on the basis of this to research local government target management.Summarizing that target management has public participation,goal assessment and feedback,imported the performance evaluation of links in the target management and so on.First by “fahp” analyzing the degree of the level of local government target management,find that local government target management,exist the target content is not reasonable,lack of related departments' supervision,Local government target management evaluation system is not perfect and rewards and punishment method is not perfect;analysis the influence factors of local governments implement target incentive,mainly including goal setting is not scientific,target execution process control is weak,objective is hard to evaluate and target management evaluatio n results using is not reasonable.Second,from the United States,Japan and the domestic typical city of target incentive approach,s ummarizes advanced experience of the target incentive of goal setting,power decentralization,performance evaluation,eva luation of target.Last,put forward the implementation of specific target of local government target management,include that setting up a scientific and reasonable goal,establish an effective organization training system and communication system,build target management of local government supervision and restriction mechanism,establish perfect target evaluation system,build the result of the target management method such as the mechanism of rewards and punishments measures to ensure implement target management implementation.Improve the work efficiency of the local government,improve local government target incentive effectively,to provide better public services.
