Research On Ecological Responsibility Target Management Of Local Government

Nowadays our country is just at the period of rapid development when agenda on ecological civilization construction has been continuously put forward and paid attention to, while facing up with the deteriorating ecological problems, the phenomenon of local governments being irresponsible for ecology is getting more prominent. Hence, the main research purpose of this paper is to promote governmental organs’ ecological liability fulfillment effectively and optimize local government ecological liability system. This paper, on the basis of target management theory and government’s ecological liability theory, centers on the discussion of core problem of local governments’ ecological liability management system, whose research achievements are of significance in such aspects as enriching local governments’ administrative thoughts and innovating ecological liability fulfillment methods. Meanwhile, research into local government ecological liability management mechanism will effectively promote the fulfillment of ecological liability by local governments, suppress ecological deterioration and cultivate social harmony with profound significance.First of all, this paper conducts arrangement and analysis on such contents as topic background, meanings and relevant literature, based on which the main research ideas and framework are established and the main research contents are expounded. Second of all, detailed analysis is conducted on such relevant theories and concepts as government ecological liability and target management theory with emphasis laid on their development process, connotations, properties and related principles. Third of all, discussion on the feasibility of target management achievement of local governments’ ecological liability is implemented with specific research into effective elements for mechanism construction and deliberation on local governments’ ecological liability target management system is done by integrating target management process and principles. Last of all, according to requirements in each stage of local governments’ ecological liability target management mechanism, exploration on system guarantee is carried out.Major research methods of this paper include literature research studies and system research method. Through analysis of relevant materials, the writer believes that target management method is applicable in the field of local government ecological liability. On the basis of such idea, local government ecological liability target management system with such main contents as target formulation, implementation and evaluation and local government ecological liability target management operation mechanism with such main frameworks as liability mechanism, participation mechanism, response mechanism, evaluation mechanism and reward as well as punishment mechanism are constructed to jointly form the local government ecological liability target management mechanism.
