Study Of China Urban Communities Emergency Collaborative Governance

Grass-roots urban communities are not only the direct victims of the emergencies,but also the direct entity who get benefits from the public safety.They mobilize the emergency power of grassroots communities,which plays an important role in the deep-development of China's emergency management.At the same time,China carried out "One Case and Three Systems"emergency management system in 2003,and it has been effective in the practice of emergency management,but there are still not definite items in terms of the emergency management system for urban communities.what's more,it is also kind of blank in this field.Therefore,the community emergency management has become a vulnerable spot in the emergency management system in our country.With the constant perfection of the government emergency management,the instruction,which is about the working focus moving to the grassroots communities and is raised by our government in the National security Plan in the new era,accords with realistic demand and policy guidance in terms of the study of community emergency synergy governance.As a result,the study of urban community emergency coordination management has been irresistible trend and it should be the present hot content for research,based on the importance and urgency of emergency management governance and the direction of the country's policy.Through comparative research approach and case analysis,this paper firstly study the community emergency management situation of advanced countries or regions,and then analyzes and studies the common elements related to subject collaborative governance.For one thing,it has also summarized 3 elements on the community emergency coordination management.They are the community emergency system,the effective collaboration mechanism between principals and the active participation of community residents.And for another,this paper has summarized four problems about the community emergency in collaborative governance status in China and analyzed the the corresponding reasons about them.at last,it offers some policy suggestions on collaborative governance of the communities in China.The four problems--the weak emergency consciousness,the conflicts of lack of emergency organization system,the inappropriate efficient collaboration and the weak awareness of participation of community residents--are summarized in a scientific way.The paper introduce the emergency case of collaborative governance-xi'an H in our country,then compares and use the 3 elements of the community governance in different countries and regions for reference,combined with the community emergency management and the evaluation condition in H community as well and using the theory of synergetics,social capital and the theory of good governance.
