Research On Urban Community Emergency Collaborative Governance Based On Social Network Analysis

In recent years,frequent incidents in China have seriously affected the normal production and life of the people and hindered the harmonious progress of society.The community has play an important role in the urban emergency management system.The ability of a city to deal with emergencies is mainly determined by the level of emergency coordination and management capabilities of urban communities.It‘s difficult to rely on government to prevent and respond alone because of the complexity and conflict of emergencies.Therefore,how does the government coordinates the organization of resources in order to effectively prevent and control the occurrence and spread of emergencies has become a key issue that needs urgent solution,and it is also a significant area for all sectors of society.Social network analysis is an important method to study the network structure.It provides a new method and a perspective for urban community emergency collaborative management,which can do a better job on assess the relationship between emergency organizations.In this context,this paper selects three communities with differences and representations in Xi'an,Using social network analysis method to analyze the overall structure of community emergency network and the relationship between emergency organizations in three communities.According to the visual expression of the social network map of the three communities and the survey results of the questionnaires and interviews,the urban community emergency coordination is found.There are four main problems in governance:the emergency drill is poorly coordinated,the emergency management organization is ineffective,the emergency plan is difficult to implement,the emergency information transmission is blocked.The internal causes are analyzed from the emergency coordination division,emergency coordination structure,emergency coordination system and emergency coordination network.Finally,combined with theoretical and practical analysis,the paper proposes the improvement suggestions of four-dimensional collaboration of subject coordination,process coordination,system coordination and tool coordination.Strive to do some useful research in improving the ability of emergency coordination in urban communities.
