The Inherent Logic Of The Internet Technical Support And The Rise Of The State

At present,one of the major problems during the rise of China is how to gain more international support other than hegemonic powers.Rise of China will become extremely difficult without sufficient international support.At the same time,nuclear war means complete destruction to both sides.Therefore,to realize the final rise of the whole country without any wars,China needs political,economic as well as the cultural supports.Therefore,the author tries to explore the technical support,especially the Internet technology support and the internal logic relation between it and the rise of great powers both from theoretical and historical aspects.First,the theoretical framework is enriched and improved.Based on "technical support","Internet technology" and "technology empowerment" and other related concepts,the "spiral" interaction of technical supports and state powers,namely the "technological empowerment" and "technology for",is explored via the use of realism.The author believes that the technology level of a country which can be regarded as an important indication of the state power,is closely related with the economic,military,social cultural and political development degree of the same country;at the same time,one nation can take the technology including conventional deterrence,nuclear deterrence,arms control and technology trade as means to guard its national security and national interests.As the core technology,Internet technology also affects the national economic,political,military and social cultural development;correspondingly,the author tries to divide the Internet technology support into two dimensions: "hard" and "soft support".One country can depend on Internet technology to enhance the technical strength,dissipate the hegemony deterrence and guide the standard setting in creating mechanism.Secondly,history is reread and deconstructed.Based on the perspective of technical support,the history since sixteenth Century is reread and the correlation between the four technological revolutions and the rise and fall of the great powersexplored.On one hand,the first revolution of science and technology began in the United Kingdom prompted the rise of the "empire of the sun" and made the country "a strong hegemony",which can be described as "Xing technology".The second revolution of science and technology occurred in the United States,Germany and Japan played an important role of taking over from the past in the formation of "multiple independent powers" pattern,which is called "technology inheritance".The third scientific and technological revolution happened along with the competition between the United States and the Soviet Union at the end of which the United States won due to more technical support.This can be called the "start of technology".The fourth revolution of science and technology and technical support has just started and develops fast.Technology becomes key factor in the competition between countries.This can be called " technology to".On the other hand,the emergence of modern technological products such as trains,ships,aircrafts and satellites prompts the scope of human activities to expand continuously.At the same time,the targets to fight for in the power competition between countries are expanded from the land,sea and air controls to space control.In the current information revolution,debate on internet governance and control is becoming increasingly fierce between different countries.Furthermore,the access to the Internet technology support for China is proposed.The author believes that in order to obtain more Internet technology support than hegemonic powers do,China needs to put efforts on three levels.The technical level is the first.Internally,the ability of the country should be enhanced to maintain the sovereignty of the network;externally,international cooperation should be strengthend to reduce the data gap.The concept level is the second.The concept of network sovereignty should be adhered to.China should try to win the recognition and support of the majority countries in the international community by obeying the principle of equality and mutual benefit advocated by the Charter of the United Nations.The practice level comes last.China should participate in improving the global co-management organization and take response to lead the international Internet governance;China should also take part in maintaining the order of the world network as well as building a community of safe cyberspace.In summary,in the era of globalization,a country’s peaceful rise requires moreadvanced technology.Only if China gains more technical support than hegemonic countries do,it can come close to the centre position of the international community.It is worth noting that,in the information age,possessing the Internet technical support is an important cornerstone of a country’s rise without any wars.
