With the rapid improvement of all aspects,the BRICS pay more and more attention to the exchange and cooperation between the sports industry in each of the countries.The " Delhi Declaration ",the results of the fourth meeting of BRICS,clearly proposed to encourage to broaden communication channels and promote staff exchanges on sports areas.As a sunrise industry,the soccer industry is becoming an important breakthrough to adjusting of the industrial structure and getting rid of the economic downturn in BRICS.With the deepening of cooperation in various fields,the BRICS soccer industry will become closer and more frequent of the exchanges and cooperation.the research results will promote in the field of soccer industry cooperation in BRICS has remarkable theoretical and practical significance.This paper mainly uses the methods of normative analysis,empirical analysis and comparative analysis to sort out the self-supervision system of the soccer industry in the BRICS through the comprehensive,in-depth and systematic analysis,and points out the problems and discusses the solutions.At last,a tentative plan for constructing the common rules of self-supervision in soccer industry between BRICS.This paper has five parts:Part I introduces the self-supervision authority of soccer industry in BRICS,that studied the responsibility and body of the self-supervision authority of soccer industry in BRICS.By comparing the differences between BRICS's,this section points out that Brazil and South Africa are integrated supervision model,while Russia,India and China are centralized supervision model.The author suggests that BRICS should clarify the independent status of self-supervision authority and definite the relationship between self-supervision with government supervision of soccer industry.Part II researches the self-supervision of the access mechanism of soccer clubs in BRICS,that studied the access requirements of BRICS soccer clubs and set-up approval procedures.By comparing the differences and shortcomings of the access requirements and approval procedures of the soccer clubs,this section points out that China is the registration and approval model and the other four countries are the license model.The author suggests that pay more attention to the exit mechanism and the restrictions of investor to divide into the full access,the restrictions on access and the prohibit access.Part III introduces the self-supervision system of soccer player transfer in BRICS,that studied the self-supervision system of the soccer player transfer.By comparing the differences and shortcomings of self-supervision system of soccer player transfer in BRICS,this section points out that the solution of transfer disputes should be line the judiciary to the internal dispute resolution mechanism of self-supervision institutions,and self-supervision institutions should strengthen vocational training,soccer players need to hire professional intermediaries,clubs need to improve the requirements of access.Part IV researches the management system of soccer intermediaries in BRICS,that studied the qualification and the behavioral norms of soccer intermediaries.By comparing the differences of the qualification and the behavioral norms of soccer intermediaries in BRICS,this section points out that BRICS need to improve the relevant provisions of their intermediaries,pay attention to the supervision ofactivities of foreign intermediaries,put forward the recommendations of the establishment of diversified supervision,and clear intermediaries market position.Part V introduces the common rules of self-supervision system of soccer industry in BRICS,the author proposes that through the comparative analysis of the self-supervision system of soccer industry,put forward the tentative plan of the common rules of self-supervision system of soccer industry in BRICS.
