After a deep analysis of the function of the state during the period of the liberal economy and the period of the state intervention in the state of Keynes,Buchanan had his unique national theory that based on the perspective of logic.He regard Hobbes jungle world as the original of state‘s natural state and draw experience from Adam Smith,John Locke,Knut Wicksell.Buchanan's theory of the state take economy person,Methodological individualism,Political exchange theory as the Method premise.The opinion‘s of Buchanan is that whoever he is and whenever will purse his utility maximization,A person will not change his idea about purse utility maximization.Then,Buchanan regard individual as a standard which test the gain and loss of work but not collectivism.In other words,only the true feelings of person or Personal utility that is the main standard but not overall.Another,according to the buchanan‘s theory of station,the politics life as same as the Market in our daily life.One person agree with a polictial rule just like he deal with a trade,then the exchange of Market and politic had them consistency.The reform of Methodological individualism bring about the unique national theory,it‘s reflect in the content of national theory.First,According to Hobbes jungle world and special Methodological,Buchanan put forward a national theory of protect which everyone had calculate his interest in this country Which is being establish based on the logic.In this country,the contract will be protected when somebody attempt to destroy it and the destroyer will being punishment.Second,due to the malpractice of Market,the people unwilling provide public goods or provide a little public goods.As a result,the state begin to take his funticon to provide public goods,this is productive theory.However,the contract is that state provide public goods is a term which Civilian agree to state,in this situation,the protective country will link with productive country.Goverment failure happend as the country play a role that protective and productive state.Another,the selfishness of Goverment oficial,the malpractice of decision-making mechanism,the public misunderstand the democracy,the lack of Enthusiasm when refer to Public decision will lead to Goverment Faliure.Faced with this situation,Buchanan put forward a theory that the politics is not a process to find truth but make a rule.Only by Constitutional Democracy which demand Unanimous consent can be make Goverment failure not happen and achieve the real Democracy.However,We should give an objective and comprehensive analysis to Buchanan‘stheory of state as it produce in different from our national conditions.First,Buchan‘s theory of state have it limitation: According to the theory of Marxism,the state appeared along with history but not the result of contract;The state have his class nature but not nothing;The theory is Idealism.On the other hand,it have reasonable side:Have confidence in Safeguarding the interests of the people;The accuracy of the localization of state functions;By strengthing the system construction to solve the problem of government corruption.For our country now is in the process of Building a well-off society,a series of malpractice can not be hide and avoid,a series of problem have to solve.It is vital to country and party to solve the corruption because it cause citizen's dissatisfaction as it harmfulness.According to the theory of Marxism,Buchanan's theory of state have it's reasonable because it have analysis about Goverment Failure.It also provides some experience and ideas to solve the problem of corruption in China: Strengthen the Aim Consciousness of the Party,Establish Correct Power View;Clarify the responsibilities of government authority and the reasonable definition of government functions;Confining the exercise of power within an institutional cage;Promote openness and transparency in government affairs and public affairs.
