Research On The Administrative Law Enforcement Of Townships From The Perspective Of Grassroots Social Governance

The reform of administrative system including “steamlining administration and delegating authorities”,”the extension of power in economically advanced townships” and “comprehensive enforcement of the administrative law” has expanded the power of enforcement in townships,which aims to establish a system integrating powers and responsibilities.However,in the process of reform,there appears some new problems in the enforcement due to the lack of supporting systems.The town government is a grassroots level administrative organ.Therefore,analyzing problems in practice is essential to promote the enforcement system in townships,regulate the exercise of power and raise the level of grassroots social governance.The author tries to make suggestions to the problems of enforcement system in townships,regulate the exercise of power and raise the level of grassroots social governance.This paper consists of four parts.The first part defines the concept of grassroots social governance and the power of enforcement of the administrative law in townships,points out the research significance to raise the level of grassroots social governance,explains the research contents of this paper to improve the level of social governance,rule of law theory value and the practical significance.The second part makes a brief analysis on the evolution of villages and towns,pays attention on the current problems of enforcement in townships,takes for instance on the administrative system in the townships of Chong Qing,makes an analysis of the effectiveness of China 's township administrative law enforcement reform.The third part analyzes the causes of the problems in the administrative enforcement of villages and towns in China from the aspects of legislation,performance appraisal,team building,ideology and law enforcement environment.The fourth part is about suggestions,including innovating enforcement system,promote supervision system,enforcement team building,improving the environment of enforcement.This paper is trying to put consideration over promoting enforcement and make it better.
