On The Participation Of Social Organizations In Legalization Of Community Governance

In recent years,social organizations have become increasingly prominent in urban construction and social affairs.Social organizations are the lubricant of community governance and an important power to promote social harmony and stability.Thanks to their non-profit characteristics,social organizations can not only report the demands of community residents to the government in time,but also convey the philosophy and policies of the Communist Party of China and Chinese government to the residents so as to make up for the lack of the government and the market and meet the needs of the public.In the Fourth Plenary Session of the 18th CPC Central Committee,more efforts are required to strengthen the legislation of social organizations so as to standardize and guide the sound development of all kinds of social organizations.We should combine the participation of social organizations in community governance with the philosophy of law-based administration,seek to optimize the systems and mechanisms of social organization participation in community governance in compliance of laws and optimize the mode of community governance of social organizations.Clear targets for community governance of social organizations should be set and a cooperative governance-society relationship of shared construction,governance along with benefits should be built to improve the law-based administration capacity of social organizations participating in community governance.The theme of this paper is the legalization of social organizations participating in community governance.The author takes AP community CT legal service center in Y City as a sample to further the research.Firstly,the author introduces the concept of social organization and community governance and analyzes the development status,function as long as the logic of social organization participating in community governance.Secondly,he introduces the general activities of social organizations participating in the governance,analyzes the overall situation of how social organizations participate in community governance,introduces and analyzes the AP community practice examples in Y City and the operation of AP community CT legal service center.Thirdly,through investigation and interview,this thesis makes an analysis of the dilemma social organizations have encountered in their process of helping governing the community,such as legitimacy,lack of laws and regulations,and lack of ability of social organizations to participate in community governance.Finally,it proposes to build a legal system for social organizations to participate in community governance and promote the legalization of social organizations to participate in community governance.It is necessary to clarify the legal status of social organizations and the objectives of participating in community governance,establish the mixed law norms of social organizations participating in community governance,improve the level of legalization of social organizations participating in community governance,improve the supervision mechanism of social organizations,and ensure the development needs of social organizations.
