An Analysis Of How To Strengthen And Improve The Public Voice System Under The New Society With Rule Of Law

China's Public Voice System(Xin Fang)has played a significant role in helping the Party Committee to understand the feelings of our people,deal with the concerns of our people and improve the well-being and enlighten the wisdom of our people and therefore help the government to be more efficient and effective in decision-making.However,ever since the adoption of the Reform and Opening-up policy,especially the 21 st century,under the constant self-reform of the function of the party committee as well as the constant change of social benefit patter,the impetus of public complaint and petition has been growing significantly.Now,the range of public complaint and petition has become wider;the way of people conducting this action has become more complicated,especially with the frequent happening of incidents like leapfrog petition,bothering the civilian workers and so on.The severe influence caused by these accidents have draw close attention from the all levels of party committee as well as the people from all works of life.In order to resolve problems and get rid of the dilemmas that happened in the Public Voice System,both central government and government at all levels have conducted all kinds of innovation and exploration,they have invested a huge amount of human resources and material and financial resources.Ever since the 18 th National Congress of the Communist Party of China,the new Standing Committee under the core leadership of President Xi Jin Ping has proposed the concept of “putting Public Voice System onto the track of Rule of Law so as to guarantee the legitimate petition could be dealt reasonably in accordance with the requirement of law and relative regulation”.Further promote the establishment of a Public Voice System that is open,legitimate and responsible.From the current status of the Public Voice System,the situation is still quite severe,the overall volume of public complaint and petition still remains high,a minority of people who visit the government still do it in illegal manner and the performance of the reform of Public Voice System is not that satisfactory.How to strengthen and improve the Public Voice System under the new society with rule of law has become the key issue of the committee party and the focus of social media.The paper will mainly focus on the role and function of the Public Voice System and dates back to the history and origin of this system and combines the practical experience of local public voice works in Nan Chang.The paper will also lay great emphasis on the analysis of the conspicuous problems we have in our Public Voice System and the intuition deficiency as well as the limitations that should be break in the promoting of Public Voice System reform.Finally,it will try to explore,under the profound understanding of the spirit of the Fourth Plenary Session of the 18 th CPC Central Committee,the way for improving the function of Public Voice System and propose some useful strategies and suggestions from the perspective of those leaders in the Party Committee...
