The study looked at the problems faced by South Africa and Lesotho on the implementation of the Lesotho Highlands Water Project (LHWP). The argument presented in this paper points to cooperation over conflict albeit with problems that will be highlighted by the study. Specifically because South Africa is a regional power however the scarcity of water in South Africa creates an interdependency between South Africa and the small Mountain Kingdom (Lesotho). The problems arising in the implementation of the Project between Lesotho and South Africa through the changes of government and the shifts in policy introduced have been analysed and discussed to conclusively provide recommendations to keep the Project alive up until its completion.That is, to say that the problems faced by the project should be overcome and not cause the project to end.The main challenge presented in the paper was the positioning of the Control Gates;that is, a Fear of Unilateral Interruption of the Flow of Water by Lesotho.
