Medicine is very important in people's daily life,it is necessary to prevent and cure diseases.The drug quality is directly related to the user's health and life safety,in order to effectively regulate the drug production and operation order in our country,to ensure drug quality,to further enhance the quality and safety of drugs in our country,our new revision of the "People's Republic of China Drug Administration Law" : New provisions to prohibit the production and sale of counterfeit goods.For the production and sale of counterfeit drugs,the law stipulates the confiscation of illegal production and sale of drugs and illegal income and fines,ordered to suspend business for rectification,revoke the license and other administrative penalties,and shall constitute a crime,shall be investigated for criminal responsibility according to law.The relevant provisions in the "criminal law" in People's Republic of China also prescribes the production and sale of counterfeit crime and the crime of producing and selling drugs.In view of the above understanding,the author in this article,with China's existing drugs system as the basic starting point,more foreign counterfeit medicines of inferior quality and domestic,as well as the similarities and differences of classification and the character analysis and reference methods,respectively from the inside and literal analysis discusses the definition of counterfeit medicines of inferior quality,combined with the related case analysis our country counterfeit medicines of inferior quality defined in terms of deficiency,and combining with the criminal law on crime of production and sales of fake medicines of inferior quality qualitative change,respectively for "false" and "bad" two aspects to carry on the connotation definition,and proposes the modification Suggestions,provide a reference for revision of the \"drug administration law,so as to further perfect definition for counterfeit medicines of inferior quality,strive to make our country medicine industry is more reasonable and healthy development.
