Reforms Of Government Review And Approval In China: A Central-local Relations Perspective

The government review and approval plays a vital important role in the management of the economy and society.As the development of socialist market economy,miscellaneous and keep-growing review and approvals increase the government`s pressure,and what's worse,restrict the economic activities.As a type of administrative power,the government review and approval links up with State and Society as well as the central and local governments.Since 2001,the state has been delegating powers to the society,and meanwhile,the central government has been doing the same thing to the locals.However,there are still a lot of problems in this process.Based on the lessons we learn from the decades of reformations after 1949,this paper will analyze the driving mechanism and the reasons why the problems existed in the sight of central-local government relationship.This paper contains seven parts which are introduction,review,the changing process of the administrative system reform and central-local government relationship after 1949,the reforms of the government review and approval since 2001,analysis of the driving mechanism of these reforms,the instructions to today`s reforms and conclusion in the end.
